The thing is just because you can successfully do a job, does not make you qualified to manage everyone else in that role.

What makes you qualified to be a manager is management experience. Where this isn’t possible, at least equip new managers with training that allows them to access some management techniques. Then they will have tools at their disposal that means they can make decisions that benefit the company, rather than leaving all the people under them at the mercy of their personal whims.
